According to Robert's Rules:
| Quote: | | If everyone checks (or is all-in) on the final betting round, the player who acted first is the first to show the hand. |
Is he talking about the first to act in the first round of betting (the player to the left of the big blind) or the first to act in the last round of betting (player to the left of the dealer).
I'm pretty sure he is referring to the last round of betting but I want to make sure.

Checking is certainly an action so whoever was first to act on the river (aka whoever checked first) would have to show their cards first.

That's the way I've always played it, and that's how they do it at the Trop in AC. The last bettor/raiser is the one who has to show first, even if the only action was preflop and it was checked all the way down.

I played once at the Seminole Hard Rock Casino in Hollywood, FL, and they have a house rule that all players still in the hand after the last round of betting is complete must expose their hands. (That isn't exactly how it was worded but that was the effect.) This wasn't a huge problem for me (rarely made it to the last round anyway), but certainly different. I always make a point of asking for the 'house rules' when playing at a new venue.
