Didn't have much of a read on the guy since I was playing 3 tables at once. I had pretty much decided that I as going to win this pot, or go broke trying. I do that every once in a while.... sometimes it works... sometimes it hurts....
Without knowing if he calls me on the river or not, is this a good bluff? And do you think he calls down the river?

yes. Unless he was on a club draw then I think its likely he calls.

So here's what I see:
Min-raise the flop, underbet the turn, and then value bet the river?
If I want people to fold, underbetting pots won't do it.

Min-Raise the flop: It wasn't quite a min raise, but close enough. That was more of an info bet to see if one of them hit a set/str8 or if they were drawing. A call makes me think draw. More of an info bet than a push off bet.
Underbet the turn: I bet just under half the pot. Not enough?
Value bet the river: 2/3 the pot? I thought that was a pretty stiff bet.

To me, villain looks like a medium pair and not a flush draw. The good thing is you don't have to overbet the river as a 2/3 bet should have the same effect and get him to lay it down.
I'd raise pot on the flop and go from there. On a club turn, i'd bet 1/2 - 2/3 pot and push any non-club river. on a total brick, maybe a pot bet.
Bet more on the early streets so this expensive bluff on the river isn't so unsure.
What are your thoughts on each street? What hand did you put him on?

Pre-Flop: Both just call the raise, so I'm thinking decent hands nothing special. Nothing better than AQ anyway. Maybe AJ, AT, KQ, etc.. maybe mid to small pockets. But could really be anything at all since its only $100NL.
Flop: First guy bets out $4. I think this was a weak attempt at a steal with over cards. 2nd guys calls, again, I'm thinking over cards or flush draw. I raise to find out more. 1st guy doesn't like his over cards, he folds. 2nd guy just calls, which doesn't help my read.
Turn: He checks the J. I figure I can push him off the pot here so I bet half the pot. Again he just calls, basically assuring me that he is flush drawing.
River: No help for any draw. I figure the only way he calls me down is if he is holding A7. But I don't really think he is because he called the turn bet when an over hit. Most fools I've played against won't call a $17 bet with a pair of 7s... but sh*t does happen. So I push out $40. I'd say 90% of people fold to a $40 bet in NL100 unless they have a killer hand. I was pretty sure he was flush drawing, but I didn't know if he had caught a pair of 6s or something else. $40 *should* be enough to push a guy off 2nd or 3rd pair.
