what does this mean?
seen someone saying it online at a table today.

It usually means a raise or a re-raise.

And I think in no-limit it can mean a huge overbet or an all-in as a response to your raise.

Over top the usually a raise all-in
ex:
Player A-bets 100
Player B-Raises to 500
Player A- goes all in
hes going over the top of the raise, so its basically a re-raise to a re-raise

LOL this is the first thing I thought of too! :D
Better make a real comment too. Over the top like a strike back, someone bets aggressively at you, you come right back at them even harder. God response to someone you think might be making a semi-bluff.
