if you follow the dealer and you check, when it comes back to you to call the bet made, can you raise. i have heard this called a false check. it caused a lot of disaggreement in a game we played last night.

Ok, like say the flop has happened, and you are first to act. if someone after you bets, you have the option to raise, call or fold.
Its called a check-raise.
There is nothing saying you have to bet, raise on your turn...you check, let someone bet and then raise if want to
simple as that

so the flop has happened i am first to act. i check, next guy bets, next guy calls, can i raise after i just checked or do i have to just call? sorry it still isn't clear.

In that situation that you just stated, you can call, raise, or fold.
But let's say you change the situation to after the flop, and you act first.
You-Bet
Next Player-Calls
Next player-Folds
Action is complete and no one can bet anymore until after the turn.

It's a house rule, so there's nothing "official" that says it's legal/illegal, but just about every normal poker game in the world allows check-raising. I don't play in a lot of home games, but when I do I make certain the house rules are spelled out before we start. Prevents arguments like this one.
If they don't allow it, I'd find a new game to play.

Yes you can raise. It is one the great Poker maneuvers. Playing with a n0 check-raising house rule is like playing Football where field goals are illegal.
