Here is a list based on my personal experiences, as to which sites are the safest and most realistic:
:D NoblePoker - excellent games, very realistic play, not too many fish, good for experienced players. Good on cash outs and deposits. If you are from Australia, these guys are Aussie friendly. The best on the net in my humble opinion.
PartyPoker - Not too great. In fact, I question their legitimacy quite seriously. Apparently the owner is a fugitive from US justice. I would not trust this site with my money. They also attract (and reward) bad players and due to the massive number of players they have, you will almost always be playing against players who will call on rubbish (and usually win!).
PokerRoom - Bad experiences with this lot. Don't even bother unless you are a really really bad player and like to win on bad beats.
Chances are that wherever you play online, you will almost always be playing against bad players who, because of the anonymity of online poker, will call on absolute rubbish, and catch on the river. If you really want to learn to play GOOD poker, go to your nearest casino or even better, there are usually home poker groups that play on weekends.
Did you know that participating in a poker forum can help you improve your own game? Be it by sharing experiences or simply asking for help, participation in a forum helps you focus and keep 'on topic' which will help you improve your game. You can learn from other players feedback and from their experiences. Why the THP poker forums? We offer one of the best managed texas holdem poker forums available, and the community within is far more friendly than those typicaly found on other sites. We've made a 'lurkers edition' of the poker forum available here on Holdem Poker Online, but we encourage all visitors to register and join in on the conversations on TexasHoldem-Poker.com

The line "fugitive" from U.S. justice doesn't mean anything. The fact remains that the chick who runs partypoker's affairs happens to be a U.S. citizen and runs the site out of gibraltar. This makes what she's doing "technically" illegal due to u.s. law, but the fact remains that she is doing it off of american soil and can not be tried for it.
There's thousands of these "fugitives" doing similar things, including Bobby Fisher, every other poker site that allows americans to play, etc...

Why do people complain about bad players?
On the downside they’re hard to read, on the upside they almost never win. Of course they’re going to hit fluke outs now and then (which will be burned into your mind) but it comes with the nature of the cards they play.
Someone who usually wins can’t be a bad player, to win consistently at poker requires skill.
