Can someone explain to me how do I determine the strength of my hand PREFLOP. IF I'm holding say 7 7 preflop ..how do I figure out the PREFLOP odds???

It depends. In SnG’s I usually find how I play middle pairs is very dependent on my position and the number of callers.
With lots of callers you can’t expect your pair to hold up, since there’s a good chance someone will hit an overcard. However against a lot of callers you usually get the pot or implied odds to make it worth limping in and try to hit a conceal 3 of a kind.
On the other end of the scale if it folds to you in later position it’s sometimes worth raise to try and steal the blinds. Since less opponents means less chance someone will hit their overcard on the flop and your pair will hold up, plus you’ll have position to bet if they check the flop to you.

ERrrrrrrr.. what do you mean by strength?
I.E. 7-7's chances for winning against a random hand? Against a full table of callers? In general?
The problem of deciding how "strong" a hand is (math be damned) is the most vital aspect of the game.

To clarify
Yesterday I was watching Poker on TV, and they asked this question,
What starting hand would you rather have 5-5o or 7-8s? the answer was they're both 50-50 to win, howww do you figure that out? thanks

The problem here is you have to know your opponents hand to figure out your odds of winning .

I think errmmm guessing...that he is asking how to paly 77 from UTG?
and ya it still depends on a lot of factors.
If you are palying sng, MTT, how many players left, chip stacks, blinds, are you close to finishing in the money, are you playing a cash game, how aggressive the table is etc.
Anyways I personally wouldnt play 77 from first position unless I was chip leader or close to it or unless I was low stack and pushing all in with it.
