Well you must have found someone with absolutely no intelligence. Why in the hell would anyone pay for play chips when they can:
A) Win them on there own. Its play money damnit.... gimmie a week and I'll have a million chips.
B) Why would someone waste money on play chips when they could deposit the real money they are spending into a site and actually play poker?

Maybe that is because some people have family and their wife or husband wont let them reload real money every time they go broke but you can play a while with 1.000.000 Play Money Chips
