A shootout is a tournament where the players play and remain at a single table and play until one player remains. Then the winners of each table meet in the next round or at the final table.

So when players are eliminated, the remaining players do not change tables ever, nor are tables consolidated.

Simple example: 81 player shootout for 9 tables of 9 players each. Each table plays separately until only one player remains. The 9 table winners face off at the final table.
