The big and small blind are the two players directly to the left of the dealer. They are called blind because they are forced bets that must be made without any cards being dealt.

The first person to the left of the dealer is the small blind. The second person is the big blind. Whatever amount the big blind has to put out is the amount that all players must at least call if they want to see the flop. The small blind is half of the big blind. The person who is to the left of the Big Blind is the first person to act pre-flop. After the flop it is the person who was the small blind. People can raise the big blind but they have to raise an amount at least equal to the big blind.

So imagine these players going clockwise:

Player A= Dealer
Player B= Small Blind $10
Player C= Big Blind $20
Player D
Player E
Player F

Player D, E, F, A and B have to call $20 total if there is no raise to see the flop. For Player B it is only an additional $10 hence the term small.

What do you mean by better?

The most advantageous seat at the table is that of the dealer. The dealer is always the last person to act which allows him to gather information from all of the other players before he acts.
The small blind and big blind are both poor positions.

Although there is a lot more too it. E.g. When short handed (2-3 players) how you play the blinds becomes very important.
