I know there is the small blind and the big blind but after those two bets what determines who bets first.

Before the flop: Person sitting to the left of the bb.
On the flop, turn and river: Person sitting to the left of the dealer.

Rule 1: The first player to act is always the one on the dealers immediate left.
Rule 2: Before the flop the first two players are forced to bet, these bets are called the small and big blinds.
