ok so i have pocket 3's and the other player has ace and 10. there is a jack, jack, six, nine, nine out on the board. who wins?

His 7 cards: A 10 J J 6 9 9
Best 5 card hand: J J 9 9 A
J J 9 9 A > J J 9 9 6
You always have to look at the best 5 card hand hope that helps, cheers

This is sometimes known as counterfeiting. When the community cards are so high they negate the power of your hand.
You face a similar situation if you held Ace King and he held Ace Two, you’d both be playing A J J 9 9 and end up with a split pot. The fact that you have better hole cards is arbitrary since the only one you’re playing is the same.

To give another example heres a hand that was counterfitted
Player 1: AK
Player 2: AJ
Flop A, K, 3
Turn A
rvr K
I would think that many beginners would think that AK has one the hand when in fact it was counterfitted. The best five card hand from each is AAAKK. Take a look and confirm for yourself that you can see this.
