Here is the situation. Player A is first to act and goes all-in. Everyone folds until it gets to the Small Blind. The Small Blind then turns to the Big Blind and ask if he is going to call the all-in. The Big Blind says "No, I can't call him". The Small Blind then thinks a moment and then calls. Seems to me that the SB got a big advantage when the BB said he wasn't going to call.
Is this a rule violation?
If it is, what should happen?

This is highly inappropriate to do during a game, but it depends on how serious the game is... if the stakes are relatively high, perhaps both players should pay a time penalty in which they must sit out of the action. Also, you could force them to post an extra ante next round, but I find that creates too much action and does not necessarily punish the players at fault.

I’d be pretty annoyed if one of my mates did this even in a friendly home game, IMHO if there’s any money involved you should play by the rules.
Think this through, it totally screws with position value. The player UTG could just said to every following player “I’m going to call the BB, what about you?...and you?...a raise aye, so are you going to call that?”. Okay so it’s not going to get that bad but you need to draw a line.

It depends on the home game I guess. For my home game, I wouldn't call this a rules violation since what the BB says isn't a binding action...it's actually to his advantage to give whatever response he feels is most beneficial for him. Pretty much anything goes except for saying exactly what cards you have (whether you're lying or not). We always ask each other if we have "a monster", and the answer is almost always "yes".
