Newbie here, couldn't find the answer in the Beginners section although the sticky above says this is probably a house rules question. Just want your opinions.
2/4 limit, after the river I bet. One person folds which leaves only one other person so the dealer announces "heads up". The other player is also a newbie and misinterprets and thinks "hands up" so he tosses his cards face up into the table. His cards do not touch the muck (house rules is any cards, face up or down, that touch the muck are mucked). Has he called, mucked or does he still have the option of doing whatever he wants, including raising?
My guess is that this is interpreted as a call, which the house said too. Unlucky for me though cuz his K high beat me.

Since he was last to act, i do believe he still has the option of doing whatever he wants.

Well...I guess he can still call... Ofcourse he might look for an reaction from the other player... Raising wont help him though, if he has you beat you fold, and if not its an easy call!

EDIT: I like the OPs screenname, so I would've called his opponent's hand dead.

Pretty much. I think this is one of the most heavily variable rules of poker. What "turning your cards up" means for the particular house.

Seems to me in the casinos I've been in, if the dealer says anything, it's "three players", "two players", etc.
Maybe that would be a good thing for you to change to for that reason.
In this case, I think the player's cards are still live until they touch the muck, which is pretty much what your rules imply anyway.
