I can see his initial raise if he was just trying to make a play for the blinds or stir up some action, but after you reraised and the other guy called after, he had no reason being in the pot at that point.
There is no justice in poker when stupidity is paid off so often.

You want him to call each and every time with the 9T. Better luck next time.

I've seen 9T take some huge pots in the live cash game I play weekly. You'd really be amazed at the value of this hand. I'm certainly not saying he made a good play here. Far from it. However, this hand can be rather lucrative when you know that your opponents most likely have overcards. It has straight potential (sucker side a lot of times, though) and you're likely to hit a flop if 2-4 opponents are all holding high cards as they're likely to have one another's outs. It's also easy to get away from if you miss the flop.
In a tournament, however, the call after the reraise/call is horrible. Lucky as hell, but horrible nonetheless.

I certainly am happy to see a relatively cheap flop with somthing like 9T as well. but in a multiway pot with a raise and a reraise where you almost certainly have to either flop 2 pair or a straight in order to not be far behind I just can't understand calling. Especially with those odds.
Oh well it happens :D
