I'm learning the game from TV, so I don't understand all the rules. If I have 10/7 and my oppenent has 10/Ace and the table cards are 10/7/4/9/9, who wins? Is it a split pot? I got all excited b/c I made the two top pair on the flop (10s and 7s) but then he claims he won with 10s and 9s (which I also technically have) and Ace high. When does the kicker come into play and when is it a split pot?

Unfortunately your opponents Ace plays to make the winning hand TT99A. Your hand would have been TT997 which means their kicker beats yours.
The winner is the person that makes the best 5 card hand out of the seven.
It would have been a split pot if both your hands where the same i.e you have A2 your opponent has A4 and the board is ATT95 as both your hands would be AATT9.

You usually split pots on straights, and full houses that are exactly the same. There, kickers aren't used. Flushes are impossible to split pots as there is only one of suit so as far as I know flushes and everything up do not split. Well, I don't know that much but I think the posts above have it covered well enough.

Flush only splits if it's all on the table and no1 can beat the lowest value card
