Is this call on the flop textbook poker, or some crazy shit Ivey cooked up? The way Harrington explained it, it seemed like any old player should make this call

Well, 3-handed Poker has somewhat different dynamics from usual Poker, and anything Phil Ivey does is bound to be a "non-standard" play. It's not necessarily standard, but you cannot play a standard, tight game 3-handed. If you do, experienced players will just run over you.
Reread Harrington's comment on the hand. Ivey is getting more than 2-to-1 on a call, and Helppi's bet does not necessarily mean strength (there is no reason he has to have Q, for example, meaning Ivey likely has 4 Jacks, 3 Tens, and 3 Nines that will make him the best hand).
Players like Phil Ivey, Gus Hansen, and Daniel Negreanu can often make calls like this when they've completely missed the flop, intending to take the pot away on a later street with a bluff.

THis is exactly the point. Ivey knows that Helppi is aggressive and that his bet might not mean anything here. The baord is not that threatening, so he makes the call hoping to take the pot away on a later street. This shows you how powerful position can be in short-handed poker when the stacks are deep.
