And they made mention that Italy made recent changes too? I haven't heard anything about that...although I'm about to look.

I believe the reference to Italy in that article was out of date...

This whole thing arises because governments are not getting money right? I assume that since they are not regulating the industry themselves, their basis for banning it is entirely related to the fact that they are not generating any revenue from it? If that is indeed the case, it stinks.
