Poker league ideas please |

Some buddies and I play a poker league every fall (well for the last two years) we played 6 and 9 months, once per month with the top 3 cashing along with the top 3 overall getting the biggest chunk of change. It's not a bad idea but I think it can be improved on.
Current set up usually have 10 players:
Buy is ~$50 per
Top 3 cash, payouts are ok, $30 per goes toward top 3 that game, $20 goes toward final top 3 overall. Finish each week gets you points and your average is your final score.
Each player starts with 10k, blinds start at $100/$200 and basically double every 20 minutes. Live play leads to a lot of time eaten up by slow play, shuffling and general "Who's F'ing turn is it already" type BS.
Problems are:
1-Although blinds are set up to allow you to wait it out for a bit players slow the game down until blinds get big when they can no longer afford to screw around. Possible increasing of starting stack of messing with blinds might help. I've also lobbied and gotten them to accept the not at your seat no cards rule, if you need to get up do so at your own risk. This has helped a bit.
2-It always happens someone or two are out of it and have zero chance to cash so they can't make it screwing up the scoring system and hurting the overall pot. In each of the last two years this has made it nearly impossible for me to catch 3rd or 2nd place because the last game or two is not worth enough points so I end up 4rth. (I know win early and problem solved...)
This got me thinking there has to be a way to make each match important and continue to get people to show up each week. I started thinking of a system that rewards you with a chip stack for the final match. The thinking is if you earn chips toward a final game no matter how low your stack is going in you still have a shot to win a big cashout.
So I need a scoring system related to chips and some ideas of starting chips and blinds for normal matches and even input on blinds being 20 minutes.
Some concerns have been raised about this type of format, mainly if someone was to say get 1st in all 6 matches they should have a sizeable advantage over someone who has gotten last each match. This makes sense to me, but what advantage should that mean? Double the chips, triple? What system would reward someone correctly but not make it impossible for say 5th to catch 1st given a reasonable amount of cards to work with and also doesn't allow 1st to just fold his way to the top 3.
All ears...
