How can he possibly call there and then not make any play at the pot after that? That's almost the worst play I've ever seen.

Wow, you min raise from UTG+1 with that?
My guess is villain setting up to get called on his good hands. He decided to play it cheaply to SD, show that he is a dong and then when he get a hand he will do the same and get loads of your and every body else's money!

Let's face it, it was pretty lousy play on all parties, but opp's play is a typical low-limit PS player's play...tight and moderately weak, not out of line, i.e. chases with a draw for a moderate price and does not get tricky on river if he misses.
With 4 people calling my meaningless preflop raise I don't find the need to c-bet. All pocket pairs will most likely call. So I gave them the opportunity to lead out, but no one did. The turn is meaningless to most people and doesn't give any good draws (or so I thought). I semi-bluffed (more like a stone cold bluff) with my gutshot got called. He must have a small PP. The pot isn't particularly big. I gave up. And then I won the showdown.
At least I made him pay for his draw.
