Let's say I have a stack of 15 chips. It's my turn to act and I want to bet 10 chips. I take the stack of 15 chips in my hand and place 10 of them in the pot. Is this a string bet?

Nope unless you are leaving something out.
I know some places get freaked out when you move your entire stack (one big stack not multiple stacks) toward the pot and then only drop in a few chips.

NO, a string bet is when you have your chips tied to a string and after moving all in and get a call that you dont want, you pull the string and move them back.
Then say "call what? i checked to you bitch!"

For some reason the first thing that came to mind was Al Bundy and his $1 bill he used at the nudy bar.

My favorite is the string-fold that a lot of newbie players do. You know, when they try to fold by throwing one card at a time to the dealer. Little do they know that's actually a call.
I once burned myself by a string-showdown, turning over one card at a time after calling a river bet. I had the royal but the other player officially declared shenanigans, thus my hand was ruled dead by the floor's decision.
Also cant forget the string-cheese, this one time at band camp, I meant to bet the stack, but instead of grabbing my chips, I accidentally grabbed, uhh, well that's a story for another thread..

Yup, the ol' string-fold... I forget, do you get your card back or do you have to play it out with just the one?
I don't think it's a string bet either, but in a tournament I'd be a bit concerned about it being called an all-in... most places I play have a bet line to simplify these matters and if it goes over the line, it's a bet. Except for the single-chip rule of course.
