1) I would reraise more preflop, or just call the initial raise and then raise on a good flop. The "almost minraise" (forever known now as the "comatose kitten") doesn't do much for you.
2) Flop bet is fine, given the pot size at that point.
3) Bet more on the turn. A push wouldn't be out of the question.
4) I wouldn't have called the river, but I probably would've had my money in before then anyway.
5) Don't post the results of the hand when you're asking for advice. You'll get biased answers when everyone knows how it turns out. Hopefully, I avoided that somewhat.

Never re-raise min. preflop, it's very bad, period.
Flop is good.
Push Turn.

Don't reraise preflop unless you know him to be reck less and raise with crap. If you do reraise, raise more.
Flop - not that bad. pot was 4.35 you bet a little more then half the pot. With a strong hand and a flop like that I like to bet closer to pot size. Especially not knowing villain hand.
Turn - with previous flop bet, its time to bet more again close to pot size or even a push.
River - I would normally say don't call. but with your stack size in relation to the pot - you almost have the odds to call. Though you probably can't win any hand, it might serve by not allowing people to push you out of pots later.

Don't mind the preflop play as a change of pace play, JJ heads up is fine.
Flop bet I probably would have gotten a little more in and had my money in by the turn with him calling the flop.
Not sure why you were value betting the flop and turn with a hand like JJ on such a draw heavy board.

You are short stacked, your plan on this hand should be able to get all-in on the flop, in 2 swift moves. You should have re-raised to about $4 preflop leaving youself about 8$ behind, playing in a $8.35 pot . If the flop is horrible like AKQ you can just fold and reload so you have chips to work with. If the flop comes rags, push and hope he hit something worse than an overpair but worth calling with. If he folds on the flop, you are still winning a nice pot. Incidentally, unless your opponent folds preflop or on the flop, you are losing your stack on this hand.

Your re-raise preflop needs to be hand defining or you should just call. As others have pointed out, the min re-raise is not a good play since you will be giving very high implied odds for someone with a weaker hand to call you. Exactly what you don't want to do in NL.
I agree with the other too...since he didn't come over the top of you preflop, he likely doesn't have a bigger pair, so your goal should be to get it all-in on the flop/turn.

im ether all in by the Turn or folding the river
basicly with Jacks with that board till the river u want all your money in to cost the person drawing for the flush
