Call. He thinks that looks like a safe flop to bluff at. Don't push too hard here because he could have a 4. Call now and re-evalute on the turn.

well thats exactly what i did
my reasoning for that was his $10 flop bet.. i was now assuming he didnt have a 4, and left only the J, a pocket pair or a complete bluff in his possible hands. any improvement to a higher two pair on th turn with a J-Q or J-K is all welcome... him continuing to bet with a PP is also good

Id call again. No point in raising because that will result most likely in either a fold or a push by him, both of which are bad. Small pot poker is good here since you really aren't sure if you are ahead or not. But, since the board really isn't all that draw oriented, you can play it a bit slower.

Yeah I like the call, what do we do if villian pushes hard on the river or checks?
Call anything reasonable and value bet if he checks river?

If he pushes, we probably call. If he checks we probably check. It is the dreaded 1/3 to 1/2 pot value bet that is the worst.
Villain has us in a tough spot since what hand can he have that he called the preflop raise with that we don't beat here? Sure, he could have quads or JJ, but would he have led out on BOTH the flop and turn with either of those? Not likely. I suppose he could have A4s or something like that but with us holding AA, that isn't likely.
My guess still is that he holds somethig like KJ, QJ or a pair between 55-TT and thinks that by our flop call, we are playig with AK still so his hand is still good. Once we call the turn again, I would bet that he checks the river.

well, i did not just call again. i strangled a kitten and raised him $10 more. i figured i was still in the same position i was in on the flop, so now was the time i wanted to get some more money in the pot before some possible scare cards hit that might kill action for both. i figured a min. raise would be just the trick for him to perhaps re-raise because it might look rather weak

Given that he had 99 and the turn was a 9 I'm a big fan of making a large raise on the flop.

Raising the flop will probably get a weaker hand to fold and a better hand to fold.
Only 2 hands we really have to worry about here that a normal player will call the preflop raise - 4's or J's. Both are not likely to fire a pot bet in this situation, maybe a smaller bet into the raiser, but not a pot bet.
Any other hand you are dominating, so calling is a good thing since we do not want to a J to slow down. Let him think he is good and bet again.
On the turn again, either call or raise - but not min raise as it give you no information. Are we good enough to fold A's incase villain has J's or 4's, I don't think so.
Should we ever fold fearing he hit a set with the 9, I say never.
