You can always muck your cards. But doing so always forfeits any claim to the pot unless everyone else have already folded and you are the last player in the hand, then you win by default. (for example by bluffing the river and everyone else folds, you can now take the pot and not show).

For instance, you bet the river, if you are called you can fold your hand instead of showing but this means your opponent now wins the hand.

Also after a hand is over players can request to see mucked hands who which were involved in the showdown, citing 'Robert's Rules'.

Quote:
Any player who has been dealt in may request to see any hand that was eligible to participate in the showdown, even if the opponent's hand or the winning hand has been mucked. However, this is a privilege that may be revoked if abused. If a player other than the pot winner asks to see a hand that has been folded, that hand is dead. If the winning player asks to see a losing player’s hand, both hands are live, and the best hand wins.

Note that is often considered 'bad form' for a poker player, and generally a mucked hand should be respected especially for poker players you trust and respect.
