With no reads on the SB I’d just call and play it from there. The min raise mean your odds are ok and you have position on him.

With a hand like  there's a chance you are dominated so this is probably a fold. I might make the call with something like  , but I probably wouldn't continue without 2 pair or better. If you hit TP, feel free to bet-out, but fold to resistance.
I wouldn'defend with A high unless my kicker is J or better usually.
Try to figure out the range of hands your opponent might min-raise with. For example: AK-AT, AA-88, KQ
Don't defend your blind unless your hand is better than about half of the hands he might be raising with.
Lets take another example.
Folds around to the button, who is an aggressive player, who makes a standard raise to 3xBB, you are in the BB and SB folds
Your aggressive opponent's range for raising is probably AK-A7, AA-22, KQ-KT, QJs-78s.
In this case you could call with any hand that is stronger than the avg hand he is raising with, say A10+, KJ+ and 77+
This way there is a chance you have him dominated, which is a much better place to be than your hypothetical situation where you have no hand dominated and are only very slight favorite against KQ.

A9 vs a min-raise from the SB? our 22 vs 10 bb stack?
And I suspect low stakes buy-in..
Shoving comes to mind first, and calling probably works because we got pos. Folding is bad imho.

seems to me folding A9 in BB to min raise is weak tight.
I'd call and see a flop.
If A, bet out, if Villian has no A we'll surely take it down.
If no Ace or 9 flops, feel it out. I might bet here anyway to
see where I'm at. If villan re-raises me I fold, if he calls
see the turn and re-evaluate and possibly fire another bluff bullet.
Of course this depends on read of villian.
Is he likely to min raise with big hands?
Has he min raised before and folded to pressure?
You have no reads here so, if stacks are deep, call and see a flop, fire a flop bullet to take it down regardless of what comes.
If people see you folding your BB to a min raise they'll pick on you relentlessly. Better to spew a few chips in defense here, with A9 than lay down and look like a nit. IMHO
