I have never heard that electoric devices werent allowed. You cant use them to track your play or others, but you can have them.
Also, this is Vegas and a med-high stakes player (I think, at least he has $1400+ in front of him, more if he has additional hundreds besides to one I see). They are still willing to bend the rules to keep good players happy.

I've seen this picture around before. I think its 30/60 at the Wynn, maybe 15/30.
