While that is a freeroll, I think more times when you hear it it's a hand like this:

Me- Jc 10c

Other- Jh 10s

Flop comes 9c Ks Qc

You now have the best hand possible, and so does your opponent, but you have a free roll flush draw. The worst you can do in this hand is tie, however ONLY YOU have a chance to win. One more club comes and you win, no more clubs come and you cannot lose.

Basically you've made your hand, but you have a chance to improve while the other guy does not.

The other way this normally happens is when you are all in with the same hand minus suits, (usually Ace, something) the flop may bring one of you a freeroll flush draw, the only possible way you can win or lose with matching hands.
