Not many players punish SB limpers often enough for this to be wrong...

The fact that you have two pair doesn't really count for much; what you really have is a bluff-catcher. There is no worse hand he is raising for value here on the river, so you only beat a bluff.
How likely is it that he's bluffing, based on his range?
What hands would he bluff with? Two clubs is about all I can think of.
What hands could he raise for value? Two spades, a set, 8-7, or maybe Jacks-up.
There is obviously a chance you're being bluffed, but without more specific information, I don't see any hands you can beat, and if you can't beat anything, then clearly folding is correct.

My main thought was 87, or maybe some kind of a weird spade hand...
