I've been searching for fairly low buy-in tournaments across Vegas (<$150), but they have mostly been 15 or 20 minute blinds (which I think is too steep). So I'm asking you guys if there are any tournaments in the Vegas area that have a generous blind structure (maybe 50-100 big blinds to start with and 30+ minute blind periods?) that have a reasonable buy-in....it'd also be nice what kind of caliber I should be facing in these tournaments.
Oh, and of course I'll be playing in the ring games as well, so I'd like to know where I should hit up.

Check out this site. It has an extensive list of tourneys with mucho info, including buy-ins, blind structure, patience factor and skill level. I use it to plan my tourneys in Vegas.

Also, what is the skill level like at the $1/2 and $2/5 NL tables? Does it vary by the time of the day and the casino?

Almost invariably very bad, but night time players will be a better mix of drunks, tired people, and downright degenerates, so night is usually better.
If you're going to Vegas for Poker, you should plan on being most active from 7pm to 4 or 5am and sleeping during the day.
