Ok if a player says he is "all in" is he bound by his word even if he doesnt put the chips in the pot? My friend seems to think that if he calls all in and never puts his chips in and when someone calls him he can change his mind and IMO that is completly BS so can anyone help me out?

I'd say he's full of it. Once you say you're all-in that's that. What does your friend expect to go down when someone else, or mutiple callers call? Does he just say "I was just kidding" and play on?

the problem is if i were to show him this he would just say its people opinions yada yada yada i need it written in rules anyone know any site with where the rules are stated for betting?

I would bet good money that in any respectable casino in this country and possibly the world, once you announce your action that is it, you are commited. If you say call you call, if you say raise you must raise, if you say fold you must fold and if you say all-in you must go all-in.
Why do you think casinos have rules against string raises, it's to prevent this exact type of situation from happening. Once you announce an action that's it, you're done. If you go to a casino and say "I call your $5 and raise you $10" you will not be allowed to make the raise of $10 and are forced to only call the bet of $5. Once you say "I call" that's it, you're done, you can no longer raise or fold or anything else. You called the bet and that was your action. Anything you say after that is irrelevant as it isn't your turn anymore. The same thing applies for all-in. Once you say all-in that's it, you're all in, you cannot go back and withdraw or change the size of your bet. It doesn't matter if your chips are in the middle or not, you announced your action and that is final.
If your friend gives you trouble about this than take him to a casino and have him try to string raise by saying "I call and raise". They will not allow the raise and will force him to only call.

lol... you could make him look like a serious fool (although he already looks like one to all of us).
just call any card room in your local town... they'll all tell you what we've been tellin ya.
in any case... if he's gonna be an ass like that... just make him push all his chips in from now on. he says all in... as a player at the table... you have the right to force him to perform that action prior to betting.

E-mail Kathy over at Foxwoods and ask her your question. She's the director of poker operations there and she will most likely either answer your question herself or one of her assistants will. Then you can print out the e-mail and show it to this numbnuts.

Many times people will NOT move their chips in, just say all in. Since most of the time there isnt a caller, they can just leave their chips where they are.
This got me thinking, can you imagine pulling this on Phil Helmuth???? He would go absolutely NUTS.
