Here's a question: One enters a cash game of (.25/.10), 9 players, and the players are all around $10. Should I take the full buy in of $25 and try to bully people around? Vice versa if they're all fully loaded should I come in with min buy in and push with big hands?

If you think you are the best player at the table you should always have the biggest stack in the table. Its as simple as that.
You can't really bully short stacks (unless they play scared money) since they will usually be happy to stick it in very lite.
Playing SS can be profitable. However its far from real poker, and I doubt you want to stay playing at $25NL. So play full stack and learn to play proper poker.
