Is it possible to not be good at, lets say 4-8 limit, yet be a really good 10-20 player? Just because of the better players and more protection of your hand?

Yes it is possible to be a better player at a higher limit than a lower limit. Probably not the reason you are thinking of though. I assume you are thinking that you can be a better player at a higher limit because they will "respect your raises" and not "call with junk" or "chase their draws regardless of odds and hit". Games like that are highly profitable because long term, the more mistakes your opponent makes against you and the less mistakes you make against them, the more money you will make.
What I am talking about is players like Stu Ungar who even said in an interview because of the style he played, he wouldn't be able to beat 5/10.
There is another example I was told about. Pro X is a better higher limit stud player than Pro Y because they could read the game better against top class opponents. However, Pro Y was better at the lower limits than Pro X because they were able to punish the weaker players a lot better than Pro X.
