Missing/Adding Blinds

What do you do if someone misses a blind or if the dealer button passes someone who has temporarily left the table? I guess another question is what do you do if someone comes into a game late. I am a little confused with new blinds being added.

They either have to wait until it's their turn as the big blind or match the big blind the first hand they play

Every time I have played in a casino game, if someone leaves the table and the blinds get round to him he does the live equivalent of the online "post & fold". Somebody else at the table posts the blind for him out of his stack, he is dealt a hand and then when it is his turn to act his hand is folded (unless he has returned to his seat (and sat down) BEFORE it is his turn.
