if I have a pair of 4's in my hand and someone else has a 6 in there hand and a 6 in the community then would I win since I have made my pair without using the community or does that not make a difference?

That wouldn't make a difference... In hold'em, you make the best five card hand from your two cards and the five community cards. So your best five card hand is a pair of fours, while the other player's is a pair of sixes.
