Is there a program that lets you enter starting hands and give the percentage to win?
Also, if you have that program can you tell me the odds that aces will win against 3 other lower pocket pairs?

It doesn't give percentages to win outright though. That'd be a hell of a lot of computation for something that didn't factor in folding and bluffing and number of players and such.

Can you use them while playing online, I thought my friend told me he used one while playing at PartyPoker and he got an email saying they know he has the calculator program on while playing and that if he didn't stop using it they would ban him from the site? My friend is a story teller so I dunno how accurate this is....

I don't see why they would not allow you to use a calculator. Most of them require you to input the opponents hands - and obviously you aren't going to know that.

Run search on any shareware or freeware site (or on google).
Try "texas hold'em calculator" or "poker calculator"
There are many calculators, some for free, for PC, PDA, and mobil phones.

My brother showed me a good one. "Texas Calculatem". When you log into Empire Poker, Party Poker, etc. it sync's itself up and auto populates your cards as well as the flop and suggests what to do. It has all the percentages too. Pretty cool.
