We hold a once a month pot limit texas hold-em tournament with 8 people with payout to first and second place. So far the problem we have run into in the two times we played was the last two hands have become a betting frenzy, where all of the players who are not in first second or third place have nothing to lose so they raise to the limit on every round. Ultimately we play for three hours and 1st and 2nd place ends up being determined by whoever gets lucky and draws good cards in the last 5 or 10 minutes. Does anyone have any ideas that might solve our problem?

Basically, you need to play on a freezeout basis, i.e. play until one person has all the chips. If you are playing for 3 hours with 8 people and everybody is still in when your time limit is reached then maybe you need to alter your blinds structure so that the game moves quicker. The problem with that is that if you get knocked out early you may have a pretty boring evening ahead of you.
I play in home games quite a lot and recently we have been playing with rebuys for the first 90 minutes. We used to play straight freezouts for anything between £5 and £20 - but we have found that by playing 90 minute rebuys (each level 30 minutes so for first 3 levels) with a maximum of 3 rebuys and a top up per player that we get a good game in with variable prize money for first second and third depending on the size of the pot. We always play no limit but if the blinds are not too small (which it sounds like they might be in your game) then it is easy to escalate the pot to a level where an all in possible so there shouldn't be a great deal of difference between pot limit and no limit.
