I'm a true newbie and I've been playing in a regular game with a group of friends (6-8 guys, all at the same relative skill level). We’ll play NL Texas Hold’em, $20 buy-in, starting at .50/$1 blinds. The problem I’m encountering with this game is that it’s often schizophrenic. Often, there’s no pre-flop action other than calling the BB or folding. After the flop it’s usually checks all around, but if anyone were to bet everyone still in play (with even a weak draw or high cards offsuit) would call.
How are you supposed to win consistently in this type of situation?

Raise preflop w/ premium hands and pound them when you hit. Fold everything else.

Beginners are easily led. If you pay attention, the schizophrenic play will usually just be people aping the opener without thinking. Downgrade the value of information accordingly.

Ok, Dave B's advice is straight forward enough, when I have the nuts or something very close, I should make it expensive for them to keep playing otherwise fold.
Now let's see if I understood Johnny's comments correctly. If someone checks and then calls a later bet during the same round, treat that as though someone more experienced had bet the first time around, putting them on some kind of draw. If a person bets on the first go around, they probably have some kind of made hand or are bluffing.
Is that right?
