is a guy like this usually trying to steal the blinds?
or could he be slow playing/hoping for a draw?

It depends on what Flopped. He could have had A,K and missed the flop and is afraid to make a bet with A high to try and steal the pot. He could have had pocket kings and hit his set and wants to show weakness so you bet into him.
If if he raised preflop and i called then he checks on the flop and I hit something I would make a small but reasonable bet at the pot. If he goes over the top I would seriously consider folding. Otherwise he will likely fold. If he calls I would also be worried that he is slowplaying. Be carefull if he calls to the river. If he checks to me on the river and I dont have a monster I would check to keep him from raising there and it would show him that his slowplay didnt pay off to much.

That sounds about right.
But also, if this is the same guy doing this a lot, try playing back at him if he raises your blinds, don't just call all the time, re-raise sometimes.
If he is doing it "too often" ten he is just stealing the blinds, if you play back at him a few times he will soon stop it.

Often times players that raise preflop often but check flops are the type of players you want to avoid. Usually this means that they are loose and agressive but also cautious and witty. They are smart enough not to try to bluff every pot, and smart enough to know to induce betting. Players like this are able to easily read your hand while they throw so many checks/bets in weird places you wont be able to read them, if this player seems to be smart id get out fast.
If this isnt the type of player then you are probably best off betting about 1/3 to 1/2 the pot into almost every check that doesnt look like a clear setup. The palyer will be aggrivated by this but will fold often as indicated by his showing of hand weakness by checking. be careful not to go far with this flop bet if there was any drawable flop or you get a call on turn and you have nothing.

I do this if I hit a monster (set, flush, str8) or are heads up w/ AK AQ AJ and an A is flopped. If I raise preflop and an A or K is flopped and makes my hand, a bet will often not get me any more --especially if I have flopped a set of As or Ks since there is only one left in the deck for a player to have.
So dont be afraid to play at them, they likely missed, just tread carefully.

So very player dependent.
I think in general though, in heads up/threeway pots, the preflop raiser will almost invariably bet the flop if checked to. That's just how it works, and it's usually correct.
So, when somebody checks after raising preflop... what could it be? The key idea here is that this player is doing something that is NOT the norm. Why would he do this? Try to figure that out.
Of course, many players will raise PF and then check with missed overcards or something like that, and this wouldn't necessarily apply.
My general rule of thumb against an unknown player: if he checks after raising preflop, he tends to have something very strong, or pretty weak. I wouldn't be afraid to test him a bit, but if he randomly wakes up later on, be very cautious.
