If everyone else checks the bb, can bb raise pre-flop? Or his his bet final?

BB can raise, even if it is called around to him, but he is still bound to other betting rules. For instance, if he raises in a non-fixed limit game, he must raise at least the previous bet/raise unless he is all-in. In a limit game, if the betting is capped before it gets to the BB he may not raise.
