Q1: If both blinds go all in on the ante how is the preflop round played?

Q2: If you are in a raising position in NL are you allowed to complete a previous bet (that was short of a full bet)?

1) If the SB and BB players do not have enough to cover the blinds and a player calls/raises the blind, the blind players are all-in for whatever amount they do have. The difference between what they do have and what is required to call is made into the main pot and side pots. So say the small blind has $100 left, the BB has $200 left and the BB is say 500 and 2 people call the BB flat.

the SB person gets his 100, the BB 100 and the other 2 players 100 totally 400 in the main pot.

The BB person gets the remaining 100 from his stack, plus 400 from each player. this makes his side pot totally 900 dollar.

So now you have 400 in the main which is all the SB player could win if he won, then you have the remaining 900 pot the BB could win if he beats all the the table (But the BB could take the whole pot up to 1300 if he beats all hands)

Then the two remaining players bet/check into their own pot that only they can win, lets just say for ease that the two remaining players check all the way out and show hands.

Example on payout:
SB has the BEST hand, he wins the main pot of 400. the third player has a better hand than either the 4th or the BB, so he takes the side pot of 900 and eliminates the BB player.
