as far as i know, No.
I am sure UTG must complete the bb to stay in the hand, as should any other player, if more players come in for more than the amount the blinds are all in for then a side pot is created.

Strictly speaking there is nothing to complete since there is no live bets in the pot. To me it's more consistent with "poker logic" to give the UTG the option to check.

it would depend on the house rule but I believe Webby is right unless a house rule states it differently.

This happened online in a MTT that I was watching. The guy had exactly 25 chips left, and that was the ante. He ante'd up, and was declared all in. Everyone else had to stick with the regular calling of the BB, and all of that went into a side pot, whereas the main pot was comprised solely of all the antes.

The blinds have to be called bc they are live bets in holdem, thats why the bb can check at the end of the round.

if sb, bb, and utg are the only ones left and the sb and bb only have enough to cover the ante... they're all in and utg can check and everyone can turn over cards... utg has no one to bet against so it's silly to force him to post a blind. what.... so he has a side pot with himself? LOL.
now if there's players still in the game after utg, then of course utg needs to post.
