is it illegal to play online if your under 18?

Most sites only allow players who accept their Terms Of Service, all the ones i have seen require that you be 18 or over.

Also, if you live in the U.S.A., then it's technically illegal to gamble online regardless of how old you are.

Not true. Supreme Court ruled a couple years back that it is illegal to accept bets over wire (telephone, Internet, etc.) but the law does not say it is illegal to place bets over wire.
Which is why all of a sudden you started hearing all those ads for online casino and poker sites on the radio and TV. The Supreme Court ruling in effect said that those ads do not promote illegal activity, which is the angle the Justice Department had been using to pressure media outlets to not take the ads.
Obviously, the online sites accepting the bets aren't doing anything illegal because they aren't in the US and not subject to US laws.
The Supreme Court decision effectively stopped attempts by the Justice Department to thwart online gambling, and the crusade has been taken up by a handful of right-wing congressmen who are trying unsuccessfully for new legislation.
