I was playing at my friends the other day. Seven people, $5 buy in, 5c blinds.
In my hand I had
My friend was playing really stupid but kept getting really lucky on the river. He had about $14 and I had about $11.50.
The Flop. - -
He bets 50c, with 2 pair, I called, everyone else folded.
Up comes
I have a fullhouse, he bets $1, I pause for about 30 seconds, then call.
River card is a
I know I have the best hand, he bets $3, I raise all in (about $10)
The cards shown are - - - -
He is decieding to call for about 3 mins, everyone is telling him to hurry. So, he counts out $10 and doesn't put it in the pot, but aside from his other chips. He still takes a while, then flips pocket tens. I assume he calls, so I show the 4 of a kind. Then he says he didnt call, he just showed his cards to look for a reaction. So he folds right away. My question is, is he allowed to do this?

It's all about "Rules." Ya gotta make rules and enforce them. In our games if you show your cards without declaring your intentions, you lose the pot or the money you have in the pot.
Pull the same crap a second time, you get tossed out of the game. :x

From what I can tell, he didn't call. To call, you need to either push the appropriate amount towards (but not necessarily into) the pot, or verbally declare "call". He did neither. However, if you suspect he would have tried to take down the pot had you revealed a hand that his could beat, he's playing an angle that will get you thrown out of many games. (Not specifically calling so he could say he didn't call if you beat him, but could try to claim he called if his hand could.)
However, it's widely played that if you reveal your cards before calling a bet, you automatically fold...you need to at least say "call" before revealing your cards, even if you don't put in any chips...but that's just a house rule.
Without that rule, the moral of the story is to protect your cards until everyone else has called or folded.

that happened to us before when they didn't say they called but then showed the hole cards. now, we all repeat back to that person if he's gonna call..... if that makes sense.

very questionable....if he would just flipped his cards that'd be a fold and you win...but since he was counting his money to put into the pot, i think you shouldn't have hurried to show your cards...only if he is positive to cal and announces it.. always make everything clear before showing your cards (ya, very tempting to stun them all with your quad)))
