Legal Question - Setting up Poker Club |

I have a legal question that I would appreciate any help with. I live in Pennsylvania but have witnessed something in Maryland and was wondering if anyone knew any information on. There is a street in Maryland that has several bars and they set up poker tables, blackjack tables, etc outside their establishments and have cash games. It is apparently legal b/c the proceeds of the games go towards a charity, but it attrachs a lot of people so the bar owners love it. I also heard of a bar in MD where the owner sets up tables inside, charges a buy-in fee, and takes a rake. Apparently, even police have tried to raid the place but the owner shows them a piece of paper stating that the proceeds of the games go towards a certain charity.
Has anyone ever heard of this or knows more about Charitable gaming laws? I would love to set up a poker club in PA, charge a membership, take a rake, but give a portion of the rake to charity to make it legal. Any help would be greatly appreciated. Thanks!

I know it gets done all the time, I am playing in a very large one in the next week or 2.
I would do searches on the web. That is where I found a lot of information for my state. I am not looking to take a rake though.
I have found a Racing and Gambling Commision, Division of Criminal Investigation for my state.
I found info on charitable gambling on the Racing and Gambling Commision for my state. You have to contact a person to get a permit or whatever.
Here are a few sites I found for your state:
http://www.pgcb.state.pa.us/
http://www.gambling-law-us.com/Useful-Sites/State-Gambling-Agencies.htm
Hope it helps.
