Wsop:removing chips

I was reading a blind structure for the wsop the other day, And i got to wondering, it says that they remove like the 24 doller chips and so on. What do they do is you dont have an equaly amount. LIke say you have 21525 dollers in chips when the color up.

They do chip racing. Say they are removing 25s and making 100 the smallest. Person A has three 25s and person B has one 25. They combine their chips together, and they are replaced with a 100. To decide who gets the chip, each player is dealt a number of cards proportional to the number of chips they contributed. So in my example, person A is dealt 3 cards and person B is dealt 1 card. High card then takes the chip.
