Non-Profit organization game

I have been trying to find any written laws on playing a Texas Hold Em' tournament for a non-profit organization. We have a chili cook off going for a Project Graduation fundraiser and also wanted to include a poker game to raise money but cannot find any legalities on it. We are in Texas. If anyone can direct me to a specific place where I could possibly find the rules written down, I would appreciate it. I am in charge of finding out the legalities so we don't get in trouble, but I'm having no luck.

In ontario we have something called the OLGC (Ontario Lottery and Gaming Commission). Do some research and see if Texas has something similar and call them up and ask them.
